Let’s talk about this “Foreign Affairs” topic a bit because it's so hot in the last few days. It was so hot that French president Macron went mad. He abruptly withdrew his US and Australian ambassadors back home. To put it in the simple term, stop playing- not make love. Uncle Bi had to use his new found trade mark gesture: kneeling down” begging. And succeeded, France calmed down (bow to the big brother). Maybe next week he will send his ambassador back to the US (the guy had an unplanned holiday at home in France). As for Australia, it doesn’t know when the France’s Ambassador will finish his holiday back at home in France after the Australian Prime Minister said that the submarine building agreement between France and Australia was officially cancelled, citing that it was partly from France’s fault, and Macron of course is still up the ante to keep his face to French people. Reconciliation is a bit difficult to reach this time around.

This is the time the diplomats use the negotiating skills to bring both sides to the party. It is the profession of diplomacy. Although the two countries are locking in the hand wrestling (or head against head) between each other, the diplomats always keep their cool to minimize damage to the people of the two countries, as much as possible. So in calm sea, this job looks an easy meat and with lots of privileges but is very tricky, difficult when faces un-foreseen problems. Especially now in the time of the world’s worse pandemic, not allowing handshakes but only nudging ... elbows, it’s difficult to heal the wound by elbowing each other, without handshaking.

In Vietnam, we have the old saying: "words don't cost money to buy...." so whatever you do, you must use polite words. I also like the saying of the southerners: “the issue is still around, don’t be too concerned”. We always consider them as the philosophy of life. That's why my age is high, but my face is still youthful. I take communication very seriously and consider it as a good start for any job. In organizing a social party, the reception is more important than the good food, and among friends coming to the party, everyone is happy to accept an offer for the job of welcoming guests, why not ask for their help. Anyone, being a smart leader, must have good and capable receptionists because these people represent him to the public, to collect the grievances as well as praises from their constituents.

To do the job as a receptionist or an emissary, in addition to the appearance, that person also has to be smart and understands the psychology of dealing with persons on the other side. So find the right and good people for the job is difficult. And it must be said that this is also the special inborn skill.

So through the behaviour of the French president facing this crisis, I feel he is really "petty". (He is young, but with his shocking biography... I don't like it either). His actions only soothed the angers of a little brat. In real life, it's all about the timely opportunity. It is the time when it has to be, be it, bear it.

Naturally, this time, communist China has become too aggressive, and neighbouring countries in the Asian region near and far are worried. The contract to supply submarines kept going back and forth forever with troubles, like the Cat Linh above ground railway line in Hanoi, while the serious and deadly threat to Australia from communist China has fast become a reality as its naval force is lurking around Australia, waiting. I have known well how French do their works. They work only four and a half days a week. Do not ask them to work on Sundays or public holidays. No way.

How about the issue of a “tiny mistake”? That was the issue about Australia wanted to find out the origin of the COVID. Yet the communist Chinese ambassador in Australia with the badly ugly face, spoke so unruly like a thug, poured fuel on the fire, causing the two countries to be locked into an unnecessary trade war. Instead of smooth talking like: “Well, this virus we really don't know where it had come from, let's take care of and treat our people suffered by this virus, and then together we will join force to investigate its origin ....” Assuming if the Communist Chinese senior diplomatic officials said like that to the Australian government, then things would not turn bad between the two countries and quickly spread to the rest of the world. It's only a pity that communist China is now rich and militarily powerful, and looked down on Australia, use Australia to scare off other countries dare not to raise the issue of the origin of the deadly Covid virus. Communist China is now losing both nets and lead. They have lost the important country for their economy and for its good name to the rest of the world. It must be remembered that Australia has been very flexible in the past to keep its economy growing. In fact, it is also beneficial for the people of the two countries. Japan has been luring Australia in selling its advanced high-tech submarines but Australia does not dare to buy them for fear of angering China. (Japan and the enemy communist China). That is where communist China has made a “tiny mistake”. This caused Australia to give up it “fence sitting” position between communist China and the US, like many European countries have been doing, and completely stay in bed with the US and its mother land, the United Kingdom. The new AUKUS Coalition Security Treaty was timely created with full approval from the Australian people. Now communist China has been completely losing in the show down with Australia and is sinking quickly.

In just two years, but the world’s affairs have changed so much and so fast like lightning. Australia, from a country trying to stay neutral, has fallen completely onto the US’s side. This loss of communist China is the fault of the Chinese diplomatic services as per say, but in fact from the regime of communist China, driving to quickly dominate the whole world both economically and territorially. Where is the usual noble and harmonious manner of the Chinese people. I think communism has badly corrupted people living under the regime with its propaganda tools, in general, because it is built on enmity. Communists must always have enemies in their life: foreign invaders, social class, religion.... After one enemy is eliminated, another enemy will be quickly found to keep alive the enmity as the totalitarianism regime needs it to prosper and to hold on to power. In communist countries, since childhood, students have been educated like this seeing others under enmity’s eyes, so they have the "thug’s" communication style. So it must be said that as long as there is still the communist ideology and party’s dictatorship, it is very difficult to have peace. Just listen, watch the speeches of Vietcong leaders, the "animosity" blood has penetrated into the bone marrow: “Fighting the Covid pandemic is like fighting arch enemies, every school is a fortress and every student is a warrior....”, “Soldiers wear to the party: “Go to the war against the Covid: don’t win, don’t defeat, and don’t wipe out the Covid virus, don’t return to the home base, in Hanoi’s Ba Đinh Mausoleum”. Oh my gosh...

I don't dare to advise anyone, but I hope that, in life, everyone should have a friendly and affectionate relationship to each other, it's okay to love an extra one...

Tám về đề tài này chút vì mấy bữa nay nó hot quá. Số là tổng thống Pháp điên lên, rút đại sứ Mỹ và Úc về nước. Nói dễ hiểu là nghỉ chơi. Bác Bi có năn nỉ nên Pháp nguôi giận. Có thể tuần tới gởi đại sứ trở lại. (Xem như ông này có dịp nghỉ phép thăm nhà). Riêng Úc thì chưa biết sao vì thủ tướng Úc nói thoả thuận đóng tàu bị huỷ bỏ cũng một phần lỗi của Pháp nên ổng còn cương. Coi bộ khó huề.

Đây là lúc các nhà ngoại giao làm việc. Cái nghề ngoại giao là vậy. Dù hai quốc gia sắp uýnh nhau đến nơi thì các nhà ngoại giao bao giờ cũng giữ đúng tôn chỉ của ngành là giảm thiệt hại cho nhân dân hai nước nhiều nhất có thể. Nên cái nghề này cũng khó lắm. Nhất là bây giờ cái thời dịch vật, không cho bắt tay mà chỉ hích ... cùi chỏ thì cũng khó làm lành.

VN ta có câu này hay "lời nói chẳng mất tiền mua.... "nên dẫu gì đi nữa cũng phải có lời nói nhã nhặn. Tui cũng khoái nhất câu nói của người miền nam: chuyện đâu còn có đó. Và luôn xem đó là triết lý sống. Bởi vậy cái tuổi tui già khằn mà cái mặt cũng còn tươi rói hihi. Tui rất coi trọng cái công việc giao tiếp và xem đó là khởi đầu tốt của mọi công việc. Tổ chức một buổi tiệc, phần tiếp khách quan trọng hơn món ăn , mà trong đám bạn bè, nhờ họ làm tiếp tân thì ai cũng vui vẻ nhận liền, tội gì mà không nhờ vả. Ông nào làm lãnh đạo hay phải có tiếp dân tốt vì những người này thay mặt cho mình để lấy nguyện vọng người dân.

Làm được công việc tiếp tân hay du thuyết thì ngoài cái ngoại hình, còn phải thông minh và hiểu biết tâm lý người đối diện nên cũng khó tìm người. Và phải nói đây cũng là năng khiếu.

Nên qua cách hành xử của tổng thống Pháp, tui thấy thật "petit". ( ổng trẻ ,nhưng cái tiểu sử giật ... của người ta tui cũng không thích ). Nó chỉ thoả mãn cơn giận của mình. Chứ thật ra mọi chuyện là do thời thế. Cái thời nó vậy là phải chịu vậy. Tự nhiên giấc này Trung Cộng hung hăng quá xá, mấy nước chung quanh đều lo lắng ,mà cái hợp đồng cung cấp tàu ngầm cứ trục trặc tới lui theo cái kiểu đường sắt Cát Linh. Người Pháp làm việc thì tui biết rồi. Một tuần làm có bốn ngày rưỡi. Chủ nhật hay ngày lễ là đừng hòng.

Còn chuyện sai một li là sao. Số là Úc chỉ muốn điều tra xem nguồn gốc cái con COVID nó ở đâu thôi.Có vậy mà đại sứ tàu ở Úc cái mặt chằm quằm, ăn nói mất dạy, đổ dầu vào lửa ,khiến cho hai nước thương chiến lãng nhách. Đáng lẽ phải can gián: dạ dạ cái con virut này tụi tui cũng chưa biết nó ở đâu, thôi thì trước mắt lo cứu dân, để xong rồi chúng ta sẽ hợp tác điều tra...., thí dụ nói được như vậy thì cũng không đến nỗi. Chỉ tiếc mấy cha bên tàu giờ giàu rồi, đếch cần ba cái lẻ tẻ nên đánh mất một quốc gia rất quan trọng. Phải nhớ lúc trước Úc rất mềm dẻo để giữ nền kinh tế phát triển. Thực sự thì cũng có lợi cho nhân dân hai nước. Nhật dụ bán tàu ngầm công nghệ cao mà Úc không dám mua sợ TQ giận mà. (Nhật với Tàu thù nhau). Sai ở chỗ đó. Khiến Úc từ bỏ đi hàng hai như mấy nước châu Âu mà đứng hẳn về Mỹ. Liên minh AUKUS mới có điều kiện hình thành mà dân Úc không phản đối. Giờ chuyện lỡ rồi.

Mới hai năm mà diễn biến thời sự quá nhanh. Úc từ một nước cố giữ trung lập, đã ngã hẳn về phía Mỹ. Cái mất mát này có lỗi bên ngành ngoại giao TQ. Đâu rồi cái cung cách dĩ hoà vi quý của người Trung Hoa. Tui nghĩ cái chủ nghĩa cộng sản đã làm biến chất con người nhiều lắm vì chủ nghĩa này xây dựng trên sự thù hằn. Người cộng sản lúc nào cũng phải có kẻ thù trong đời sống: giặc ngoại xâm, giai cấp, tôn giáo... . Thiếu kẻ thù này thì phải kiếm kẻ thù khác. Từ nhỏ học sinh đã được giáo dục như vậy nên mới có cái cung cách giao tế " chiến lang ". Nên phải nói còn tư tưởng cs và còn độc tài thì rất khó hoà bình. Cứ xem mấy lãnh đạo ta phát biểu là biết. Cái máu "thù" nó đã ngấm vào xương tuỷ : chống dịch như chống giặc, mỗi trường học là một pháo đài.... eo ơi....

Tui không dám khuyên ai nhưng mong rằng trong đời sống mọi người đều có tình thân ái, yêu thêm người nữa cũng không sao mà...
