Communist Vietnam Coast (Without) Guard

The East Sea is gathering “war” storm, so people hear the hot news every day. But now a day there is so few real news, but a lot of fake news, so people who hooked in gossiping and commenting like me have a lot of  headache. But if you want to make a comment, you have to comment when it's still hot. Don't wait for it to cool down, who will be interested in the second hand news then?

Recently, I heard that the communist Vietnamese government have dismissed a dozen navy generals from their posts, and brought a number of them to court-marshal. I read the news and nearly fell fainted. Why was Uncle Nguyen Phu Trong, Supreme Head of Communist Vietnamese party, so angry? After thinking about it for the whole week, I still don't understand why he went off his head. Probably corruption.... as the country’s Coast Guard force has not engaged in any fighting. Or was there a time when a Vietnam Coast Guard ship had a close face off challenge with an Indonesian Coast Guard ship to rescue our Vietnamese fishermen, and then sued by the Indonesian government?

I have an old brother who was also in the navy. He used to say that the Navy lived off of... oil. Going for a week or two, of course, would use up plenty of oil. But going out to sea, then just went around a little bit and then anchored fast instead. When they returned back to shore, they pumped off oil and sold it to fishermen. Sharing money among all sailors manning the ship (if not, they would dob the captain in), went out for drinking parties.  They didn’t do anything useful to protect enemy’s incursions.

Another way to earn money was to cooperate with the police to catch illegal smugglers. There was also a lot of smuggling at that time. Merchant ships, while the other side to offload the contraband to the waiting boats. Of course, the police can only control the port’s side. But in the middle of the river, the police force was thin, so they often coordinated with the navy for supporting. From time to time, on doing this protection job, the officer's pocket had a lot of bonuses from the police’s side. Mutual relationship between military and civilian is like fish and water (sometimes).

Now, the communist Vietnamese army is not only tasked with defending the country, but also has the task of economic construction. This policy is very good on paper, fully utilize the strong and youthful manpower. Vietnam always has to watch out for invasion, so it always has to maintain a large army. In war time, hold a gun, in peace time hold … a hoe. So I think that the army is very so stressed out with dual duties and deserve some financial benefit. Soldiers of other countries are happy with defence only duties because they have well paid salaries and benefits. In Vietnam, the word "sacrifice" with "obligation" are used on and on. But being an army, doing economical activities is like the KING running a country, no one dares to touch them. Does the police dare? Market management departments dare? No! Avoid them for peace’s sake. Being allotted land to the military’s control for economic improvement, the generals in charge sublet to private investors build a golf course in the middle of the airport (Tan Son Nhat), no one dared to question or touch it. Or the AK 47 would greet you!

So about the shock news that communist Vietnamese authority/party disciplined the whole group of Naval generals in charge of coast guard operation, I think they probably had involved in very serious corruption activities, not because they had lost in battlefields as there was no war. But the whole group of top ranking naval generals being disciplined and court marshalled is mind boggling indeed. Like ....coup had failed.

But today, I heard the rumour (from friends in VN) that they had directly involved in sand trading sold to Singapore then siphoned to the Spratly Islands to build artificial islands for military purposes. What a pity that communist Chinese took advantage by buying that sand and shipped the sand to build up the artificial islands in the Spratly Islands (or communist Chinese created a company in Singapore as the front for their covert activities). It's just a rumour and it's a bit malicious, but I think it's....justifiable. I'm like a grain of sand, but I have basic thoughts though. So it's also prudent to think it's...possible.

Sand mining has been heard for a long time before. Vietnam has been proceeding infrastructure constructions everywhere, so it needs sand. This sand is taken from the riverbeds. Once when I was in Sadec province, I saw American soldiers blew up sand to fill up canals, they did it very well. I didn't know where the barges were docked, I only saw the long steel piping system and then spraying muddy river water, water mixed with black sand. As long as the water was drained away, the sand stays back. A black American man drove an excavator around to flatten the sand. They worked for one day, but the entire canal with hundreds of meters long was completely filled. After filling up the car, you could drive on it.

Recently returned to Ben Tre. Witnessed my mother in-law built her new home. At first, the brick surrounding the foundation of the house was built up to about a meter high, then small boats with sand suction machines sunk in the river bed, water mixed with sand was blowing in. After a few hours, a meter high sandy floor was formed (for fear of flooding during the wet season, the floor was constructed very high above ground). Get a few extra piles of sand in the process for use in making cement mortar to build brick walls later.

Sea sand can’t be used to build houses because it is salty. When I was a kid at school, there was a lesson mentioning that sand from Cam Ranh was very good, using it to make glass or camera lens. Japanese ships often came to steal it during the period Vietnam was French’s colony. Now many countries are trying to encroach on the sea, like Singapore, they are trying very hard to buy sand from other countries, Vietnam is the one.

After all, where did China's illegal land reclamation in the East Sea get sand from? Where was the nearest place with readily available sand? There were many ways to do the trade of buying sand. One legitimate company buys and then sells to another legitimate company. A Singaporean company (on paper) bought sand from Vietnam and then secretly sold it back to communist China. Only our country with so many rivers carrying alluvial soil to the sea has plenty of sand as the by-product, on the contrary the coasts of some countries around Vietnam are only rocky. Some places like Thailand have to buy white sand to pour on the beach for their tourist attraction. But the communist Vietnamese Navy controls solely on the contractors to mine river sand as well as all sand along the stretch of the coast line, no one can jump in to this lucrative business.

If this rumour is true, our Vietnamese people must feel so much pain for being stabbed in the back by their own Arm force-the communist Vietnamese Navy, abetting with the enemy- communist Chinese to occupy our territory, the Spratly Islands in the East Sea . It must be so blood spilled spiteful feeling. Ordinary people are stupid enough to do such the unspeakable act, but it was the generals of the communist Vietnamese arm force... then it's the treasonous act, isn't it? I hope it's just fake news for some consolation. Hic!

Cảnh sát biển

Biển Đông dậy sóng nên bà con ngày nào cũng nghe tin tức. Mà bây giờ tin thật thì ít, tin giả thì nhiều nên những người chuyên hóng chuyện rồi bình "lựn" như tui nhức cái đầu muốn chết. Mà muốn làm được bình luận dziên là phải bình khi chuyện đang nóng. Chớ đợi nó nguội thì ai mà xem phải không bà con.

Mới vừa rồi nghe tin chính phủ VN cách chức một hơi mươi ông tướng, còn đưa ra toà một số ông nữa. Tui xem tin mà rụng rời. Gì mà bác T giận dữ vậy? Suy nghĩ hết cả tuần cũng không hiểu tại sao. Chắc là tham nhũng .... Cảnh sát biển thì đâu đánh đấm gì. Hay là có lần tầu cảnh sát biển VN ép tầu cảnh sát biển Indonesia để giải cứu ngư dân, rồi bị họ thưa kiện chăng?

Tui có ông anh xưa cũng dân hải quân. Ổng thường kể rằng lính hải sống nhờ ... dầu. Đi tuần dĩ nhiên phải tốn dầu. Nhưng ra khơi chỉ đi lòng vòng chút xíu rồi neo đậu. Khi được vào bờ thì hút dầu bán cho ngư dân. Tiền chia nhau (không thôi lính méc) đi nhậu chớ cũng không làm nên trò trống gì.

Cái kiếm ăn khác là phối hợp với cảnh sát bắt buôn lậu. Thời đó buôn lậu cũng nhiều. Tầu buôn đậu ở phao số 0 hoặc cập cảng xuống hàng. Một bên mạn tầu xuống cảng, mạn bên kia xuống hàng lậu. Dĩ nhiên là chỉ cảnh sát mới có thể kiểm soát mạn bên kia. Nhưng giữa sông nước, lực lượng cảnh sát mỏng nên thường phối hợp hải quân để yểm trợ. Lâu lâu làm việc này thì túi sĩ quan có rủng rỉnh tiền thưởng bên cảnh sát. Tình quân dân như cá với nước (đôi khi) là vậy.

Quân đội VN bây giờ ngoài nhiệm vụ bảo vệ tổ quốc còn thêm nhiệm vụ xây dựng kinh tế. Chủ trương này rất hay. VN ta lúc nào cũng phải ngó chừng xâm lăng nên lúc nào cũng phải duy trì quân đội đông đảo. Thời chiến cầm súng, thời bình cầm... cuốc. Nên nghĩ cái thân bộ đội phe ta cực thấy mẹ chớ đâu sung sướng gì. Nước ngoài vô lính là sướng vì có lương và bao quyền lợi. Nước ta thì có từ "hy sinh" với " nghĩa vụ " xài hoài. Nhưng được một cái quân đội làm kinh tế là VUA làm, đố ai dám đụng đến. Công an dám không? Quản lý thị trường dám không? Dạ không! Tránh đi cho nó lành. Giao đất cho quân đội, họ giao lại làm sân golf giữa phi trường luôn mà, đâu ai dám đụng. AK à nghen!

Nên chuyện VN kỷ luật nguyên giàn tướng, tui nghĩ chắc họ cũng kiếm ăn chút đỉnh chi đây chớ đâu phải đánh trận bị thua đâu . Nhưng chuyện đi nguyên một loạt khiến ta hại não chớ bộ. Giống như ....đảo chánh không thành công vậy.

Nhưng hôm nay nghe phong phanh tin đồn (bạn ở VN inbox) là mấy ông kinh doanh cát biển bán cho Singapore. Mà ác thay cái ông TQ lợi dụng mua lại số cát đó đem bồi đắp đảo nhân tạo Trường Sa. Tin đồn thôi và có phần ác ý nhưng nghĩ thì ....hợp lý. Mình thì cũng như hạt cát nhưng có ...suy nghĩ. Nên cũng thận trọng nghĩ việc ấy là ...có thể.

Việc khai thác cát đã nghe lâu rồi. VN phát triển xây dựng khắp nơi nên phải cần cát. Cát này lấy dưới lòng sông mới xây dựng được. Ngày xưa tui ở Sadec, thấy lính Mỹ thổi xáng lấp sông hay lắm. Con tầu đậu ở đâu không biết, chỉ thấy ống sắt nối về rồi phun nước sông vô, nước trộn với cát đen. Chừng nước chảy đi thì cát ở lại. Một ông Mỹ đen lái xe xúc ban cát ra cho bằng phẳng. Họ làm có một ngày mà nguyên con kênh cả trăm mét lấp hết trơn. Lấp xong xe chạy vô được luôn. Bà con ta đêm đêm đến trộm cát đem về cất trong nhà nhiều lắm để dành trải đường đi hay xây nhà. Mấy ông Mỹ hôm sau quay lại thấy ...lõm tùm lum, nghe F F quá trời.

Còn mới đây về Bến Tre. Nhà bà già vợ xây mới. Thợ xây gạch bao chung quanh cái nền ,rồi ghe nhỏ , có máy hút cát dưới lòng sông thổi vô. Mấy tiếng đồng hồ là có nền nhà cao cả mét (sợ ngập nên nền nhà làm cao lắm ). Lấy dư thêm vài đống để xây tường.

Cát biển thì không xây nhà được vì nó nhiễm mặn. Hồi nhỏ đi học, có bài nói cát Cam Ranh của ta rất tốt, dùng nó làm thuỷ tinh hay ống kính máy ảnh. Tầu của Nhật vô xúc trộm hoài. Bây giờ nhiều quốc gia lấn biển như kiểu Singapore, họ mua cát dữ lắm.

Xét cho cùng, đảo bồi đắp trái phép của TQ lấy cát ở đâu ta? Lấy đâu gần nhất? Còn chuyện buôn bán thì có nhiều cách phải không. Một công ty này mua rồi bán cho công ty khác hợp lệ mà. Sing mua của ta rồi bán lại cho tầu được chứ bộ. Chỉ có nước ta với bao nhiêu con sông mang phù sa ra biển mới có cát chứ bờ biển mấy nước quanh ta chỉ toàn đá. Có nơi như Thái Lan phải mua cát về đổ trên bãi biển. Mà lực lượng quân đội thầu khai thác cát chớ đâu ai nhào vô được.

Nếu tin đồn này là thật thì dân ta đau quá, phải gọi là tức ói máu. Dân ngu đã đành mà tướng ... vậy thì đâu được phải không. Tui mong đó chỉ là fake news để an ủi chút. Hic!
